not using all threads / CPU / Memory

I'm pretty new to SER and have a question about why it's not using all the specified threads for my project.

Setup:
Poweruphosting SSD 4 (4 GB Ram)
50 Private proxies
Specified threads to use: 250
Using a SERLists red list that is 2 months old

When I look at the resources SER is using, I see that it is only running about 2-8 threads, the memory usage is somewhere around 220MB, and CPU is below 10%. I am getting somwhere in the range of 7 LpM with 22 DF.

SER and Captcha Breaker are the only things running. Any ideas?

    I suggest lower your threads to 10 to start off and watch it for a few minutes and if all works good then raise it a few more then watch again and so on.

    Perhaps the problem was my old list. Tried a new list and things seem to be screaming along appropriately.
