I like to know if it is wise to submit link for same website mutiple time in the same domain?

How many time will be safe in the eye of Google?

Good question @Shanrocks666.  If you are asking how many manually created links per domain will be safe in the eyes of Google, then the answer is zero.  You can't do Google safe link building, there is no such thing.
