Why do some projects turn green with a blue highlight around the "Active"

Hey guy's

I am trying to figure out why some of my projects are green highlighted and some are not plus there is a blue highlight around the "Active" 

I can see that the ones that are not Green hightlighted are not building links although the project is active and there is not warning message to say "No targets to post to" Plus the "Active" flashes blue 

what does this mean ..

    And what does it mean when some are highlighted in green and some are not, even though they are all set to active ?
