Multiple Urls and Anchor Text Question

Hello,

I have setted up a tiered campain and almost everything seems to be good. Only one thing is the problem, it looks like it does not post any anchor texts i want to rank for, only naked, generic and brand anchor. I have setted up that a lot of links would be naked, generic and branded but how to setup when I post a anchor text i want to rank for.

I want 6 pages ranked, and i use the following url setup:

http://www.mydomain.com#{blue widget|red widget|golden widget}

Naked Anchor = 60%
Branded Anchor = 15%
Generic Anchor = 22%

Total = 97%

I thought the remaining 3% would be used with the anchor texts in the URL but doesn't looks like it. How can i setup that the remaining 3% will be used for the anchor text i want to rank for? I have LSI, secondary and primary all off since the anchor texts are in the url like seen above.

Actually the 3% are used for that. Just that chances are a bit too low to get that added. Just lower the naked anchor thing as many engines by itself use that as only option anyway.
