99% CPU with only 100 threads !

My CPU get 99% with only 100 threads.

I am using VPS 4core and 4GB Ram
Why ? How to fix it ? It happens when I use new identified list with 700 000 URL. Normally, my Vps only get 99% CPU when run over 200+ threads.
Also, I see some people do GSA with 500 to 1000 threads. How to do that ? What core and RAM Vps need ?
