Vbulletin engine file question

Hi,

In Vbulletin engine file,  "submit success=" is in "[REGISTER_STEP1]" part.
As this is a 3 steps registration, and the sucess message is in step 3, how can the "submit success=" be defined in step 1 ?
I really try to understand those registration steps, but docs is badly missing
