Is this normal? (email verification)

I noticed that when using outlook emails (haven't looked at any others) SER will go to verify emails and recognize that there are 1xx number of verifications waiting, but says its only parsing 15 or so. Is this normal?

    SER knows that it should expect 221 verification mails on that mail address, but only 14 has been sent to you so far in this case.

    Either the websites are slow at sending out verification mails, maybe they're never going to send a mail, or the mails has been lost in other ways such as a spam filter.
