GSA Projects Restart

I have this problem, that I have set each project for X number of submissions per day after which project pause for the day. But if i go and make some changes to the project by stopping it, and then starting again. GSA ignores the earlier submissions and starts building links again. So the counter is reset and it again starts building till X number of links are build. 

How can I stop this?

    Im sure it will not build that many links but just a few as it counts back the urls submitted/verified till that point. Also note that it might have already removed some urls from his db when verification failed so it has again less submitted links.
