New article for each tier?

I was reading this guide: https://forum.gsa-online.de/discussion/879/guide-high-quality-campaign and it's pretty awesome, help me a lot. 

But I thinking, I have to create a new article (I'm doing this with SCM) to each tier? Or just create one and just auto fill all the tiers with the same content?

And about the anchor text's variations and etc, I have to change all these things too for each tier?
