Active and Active(V) running at different thread counts

I have my GSA set to run at 500 threads, when I am running all my projects, the thread count used to be as high as 500, nowadays has dropped to 180 range. But when I run Active(V), it goes all the way to 500 threads.

What could have caused my Active projects to run at a lowering thread count? Could stale emails be one of them? What other things could have affected low thread count?

    its the mode you run it. On a verification mode it has enough to get all threads busy, thats not the case on a normal submit+verify where verification is not always happening.
