How does already parsed work?

I imported a list to process in SER  let it run one time.
"Allow posting on same site" again was off.

The list finished, and I wanted to run it again. 
I reimported and enabled "Allow posting on same site" and "set maximum accounts per site" to 2.

I kept getting already parsed messages. I had to delete url history for it to work.
So how does "URL Already Parsed" work?

    It will skip sites (domain or URL) as it has them already parsed. If you just increase the max. accounts per sit, you don't have to reimport things because SER knows from it's previous build links where it can use another account and takes a verified URL for that to make another account.
