What are the best tier 1 links in GSA?

I am very new to GSA trying to build links to my money site directly from GSA. Recently after google rolled out its panda 4.0 and pay day loan 3.0 updates, i am quiet sceptical to use GSA for tier 1. What do you suggest? Should i create tier 1 from GSA ? and If yes what are the best engines that i should use to create links?

    I believe contextual links with high pr/low obl and unique content will always win. No matter how many updates google will release.

    Depending on the project many people prefer to make their T1 manually (pay for blog posts, buy expired domains, etc or make web2.0's totally manually (like yourblog.wordpress.com))
