Restrict by Country should use GeoIP

I just got a 10x LpM improvement for my high-quality projects by removing the country filter.  By the looks of the log, it was just filtering on TLD, not GeoIP.  So entirely legitimate domains from TLDs like .in and .ly were being excluded because GSA incorrectly assumes they're in India & Libya.

    It does this to speed things up. URLs with a valid country domain should not be filtered by GEO IP in my eyes.

    Perhaps we need to add exceptions. A lot of English sites use non-English ccTLDs just to sound cool. Eg: domai.nr
