max connections limit per proxy.

i'm using reverseproxy.com proxies which has a 10 connections per proxy limit.
it would be nice if i can select the number of connections per proxy as it will balance the load properly and refuse download fails.
 also, when i'm only using provate proxies for submitions, i can boost the thread cound to about 300 without any problem if we have this feature. even with just 5 proxies. 5x10connections max for submition other threads upto 300 without proxy etc.

currently i can't do that because at 300 threads sometimes just submission threads may go to over 50 leading to "connection reffused" from proxy
