Linking to Inner Pages Using Different Anchor Text

Okay so I have a campaign that I want to target both the homepage and some inner pages, all using different anchors.

In my URL field I have the following

http://mydomain.com/#%spinfile-C:\Users\...\kw_primary.txt%
http://mydomain.com/innerpage1/#%spinfile-C:\Users\...\kw_inner1.txt%
http://mydomain.com/innerpage2/#%spinfile-C:\Users\...\kw_inner2.txt%
http://mydomain.com/innerpage3/#%spinfile-C:\Users\...\kw_inner3.txt%
http://mydomain.com/innerpage4/#%spinfile-C:\Users\...\kw_inner4.txt%

In my keywords and anchors I just have a list of all the anchors in the kw_primary.txt file (maybe this is where it is going wrong?).

So I am only doing articles and am using the option under "How to Link", selecting "Just insert link in random location".

When I am previewing the articles (I have done this lots!!!) they are all using the kw_primary.txt keywords for ALL the URLs.  I want it to use the keywords in the specific files for the corresponding URL, otherwise the anchors don't work with the page i.e. Linking using "Gold Watch" when in fact the page will have "Gold Necklace".

Anyone had issues with this or see where I am going stupidly wrong?
