Any conf/engine file change that required SER restart ?

Hi all,

1) Is there any change that could be done to ANY Ser files (engine, conf, dictionnary) that would required to restart Ser ?

    If i modify the global verified url list (ex: removing dup per domain), while projets are running, does it have any impact ?
    Or, it is recommended to restart projects ?

    1) - engine files would need a stop/restart, some other files are read to memory at startup like the question answers.

    2) doesnt matter
