PR Filters are still on when Removing Links

I'm removing some backlinks that have since been deemed toxic by LinkResearchTools.  The project has a PR filter on it, and those sites whose PR has dropped are apparently not being removed (according to logs).  They are instead being skipped because their PR is now too low.  Please ensure that the Link Removal process does not apply any of the "do not post" filters, including the PR filters, language filters, keyword filters, etc.

    I also see that I had all my human Captcha solvers set to PR1+ so I also needed to remove this restriction to get the link removal working.
