Number of Verified links

Just want to ask how can I set up my project if I want a number of links to be verified?

Should I set "Pause project after [certain amount] submissions or verifications?

I'm just getting confused, what if I choose submission? what will it do?

Submission - number of backlinks which are created but has not passed through moderation. Verified - actual backlinks which can be crawled by google. If you choose submission then it will count the first option but obviously not all of them will become verified.
