Can't create new project groups

In the last version it seems that you cant create/move to new groups, no matter what i try

    Is it a tier project? Then not, else it works just fine (just tested).

    sorry, I forgot, yes, these are tier projects, what do I need to do to group them in a new group?

    you can't the tier projects are always under the main project...wouldn't make sense elsewhere.
