Keep seeing the same site posted to....

I have the "don't post more than once to the same site" option for all my projects but keep seeing the same domain posted to over and over and over.... I tried a text file and imported it as banned but does not seem to have done the trick... how do I stop SER posting to a particular site?

is that a tier project? and what kind of engines produce this?

Not tier, and the most frequent one is the inject a link to phpinfo hack.
