How to increase indexing rate ?

I created a whole bunch of contextual links (200 double verified) with GSA SER and I have put the links through an indexer service that I purchased. After about 3 weeks I checked with GSA SER to see if the links were indexed and the results I got were very low (31/200 indexed in google). This is the only tier I have built for this project as I thought the indexing service would have done a good job in indexing the links. I am going to build out another tier and see if that helps. For my second tier should I only build contextual links or just a blog comment blast or a combination of both? Is there any other tips you have that could help me get a better indexing rate. I also have GSA SEO Indexer which I am not currently using. What are your thoughts about GSA SEO Indexer, I have not had much time to test it out.
