Fail to toggle Public/private proxy

in GSA Search Engine Ranker
I am using V16.28. Since the last version, I couldn't toggle proxy from public to private.
Under Proxy list, select all proxies and right click, toggle to provate. This worked before, but not anymore.

I am familiar with GSA SEO. Proxies are from Proxy Scraper.

The following is my setting, and can anyone give me some suggestions?

    The proxies are from GSA Proxy Scraper and those are actually public proxies in most cases. A change would be useless as the proxies are later imported again from the software and then get the original tag (public) again.
