Project on pause pauses the whole system?

Using project scheduler: when a project goes on pause, for instance because it has reached a certain amount of verifications, does it let the next one work in the meantime? Or does the system wait until the given timeframe is over?

    of course each project works on it's own...they do not share anything and not pause each other.

    No that wasn't the question. I'm sorry, I knew that I hadn't expressed myself clearly enough. Let me try again:
    Say you use the project scheduler with only 1 project, changing after every 10 minutes. If one of the projects is pausing, does the system wait 9 minutes to get the next one active, or does it immediately skip the paused project?
