Continously try to post to a site even if failed before

I know what it means, but how is this exactly working? What are the steps?

This is overriding the “already parsed” message you would see in the reporting window.
If ser failed to post to a site, will it try to post to it again only when it finds a new url from the same domain?
or will it try to post after several time to initial url?

Please explain.

Basically it ignores the fact that the program tried to submit to it before (already parsed). So it tried again and again to place a link. It is however not posting a link there twice.
