if i'm building links for English, will submitting german and polish articles build link juice or no

title is basically the question. 

will filling in polish and germain fields with english words build back links to my anchor text in english, or should i get rid of those fields.

However I can not answer this. But is looks odd if your site yo building links to is not of interest for people speaking that language.
