what is private proxy and free proxy for GSA

Hi, anyone can tell to me. What is private proxy and public proxy ? 

I usually rent a proxy at this site http://cheapprivateproxies.org/. When I run my GSA the GSA can not check pagerank, why ? 

And I order 10 private proxy for my GSA. I ask to you and i want to know, what is the best proxy list for GSA and and where you usually hire a proxy for your GSA ?

any want can tell to me,What is public proxy ?

Private proxy: a proxy that requires some sort of authentication to use it, such as username/password or access from a certain IP. Because they are not usable by everyone, they tend to be more reliable.
Public proxy: a proxy that anyone can used by anyone, without any sort of authentication. This means everyone and their dog will be trying to use and abuse them, meaning very low reliability.
Most people here either recommend buyproxies.org or proxy-hub.com
