Best practice authority link anchor text

Plz add the future authority link anchor as meta title from authority sites.
I have read the instruction from google guideline.
  • Writing generic anchor text like "page", "article", or "click here".
  • Using text that is off-topic or has no relation to the content of the page linked to.

    the anchors from the authority links are usually the meta title/description anyway no?
