Is the Cookie Warning For EU Necessary for Web Sites with Primary Audience NOT in Europe?

Everyone has these annoying warnings now.

But if a site is really just for US consumers, is it OK to NOT put up this annoying warning?

Would a website have to block access to Europe if no Cookie Warning is on the site?
