allow posting on same site again per URL. For tier 3, allow or not?

Till now I have enabled " allow submission on same site" but not "per URL". 

I am building my tier 3 links on my tier 2 web2.0s( 40 in number). The speed of submission has slowed down after 40k links. Should I enable per URL now ?

    That per URL option will create more links and multipy the entered number here with the number of URLs you have.
