How do I rank using GSA Search Engine Ranker?

Hello! I have read (I think) all of the guides about this tool and still have no clue why things don't work out for me. I have started a Tier 1 project 30 minutes ago and only have 4 submitted websites and 0 verified. I plan on doing the Tier 2-3 later, but what am I doing wrong? Can you guys please help me, recommend me where to buy proxies, captcha solver and how to make this work?
